‘Rules for thee’ as Zimpapers and ZBC appear to be using illegal Starlink

“Rules for thee but not for me,” is the way of life in Zimbabwe. We cannot go through all the stuff that was criminalised over the years only for the elite to openly flaunt said immoral laws.

I will never forget when trading currencies, or even holding forex was a punishable offence. All while our local currency was in a freefall and the politicians prohibiting us from protecting ourselves from currency devaluation were the biggest currency traders in the market.

The same seems to be happening with Starlink. The Zimbabwean govt has a history of trying to suppress the flow of information and satellite technology has always irked them. There was a time when simple DStv satellite dishes could get you arrested. Crazy times.

We’re back to our old ways. Starlink satellites are illegal to use and the law is solid on that. Most of us don’t like this status quo but the law is the law. Maybe we should fight harder to influence the laws that are passed on our behalf going forward.

That said, we would swallow that pill more easily if we all got to play by the same rules. Alas, the Starlink rule is for us and not for some.

Zimpapers and ZBC using Starlink?

Both Zimpapers (responsible for The Herald, Sunday Mail etc) and the Zimbabwe Broadcasting Corporation (ZBC) are state-controlled. They don’t play by the same rules, apparently.

We talked about how ZBC looks to be using Starlink:

We have heard from a number of people that it is indeed Starlink that they are using. They also say even Zimpapers is using Starlink as well. We have been unable to verify these claims but it sounds plausible.

NewsHawks on its part says it was told by an authoritative govt source that both Zimpapers and ZBC are using Starlink. When we combine that with the reports we have received, it starts to sound true.

Then when you see the following image which has been circulating on social media, you can’t help but conclude that it’s definitely true.

That looks like a Starlink kit atop the Hearld House in Harare. I know, it could be something else, Starlink is not the first company to use a flat-panel satellite dish. However, Starlink’s design is somewhat unique and both images above seem to show theirs.

So, I think we can be certain that Zimpapers and ZBC are using Starlink whilst the rest of us are not allowed to.

Illegal or kosher?

Potraz was quick to snitch and the Police all too eager to arrest the Chinese miners all the way in Guruve for Starlink use when atop the Herald House and on ZBC vans zipping about town are Starlink kits.

The question then becomes, are the authorities blind to this or is it all above board? See, there are 2 ways you can get to legally use Starlink in Zimbabwe – the service is licensed to operate here or you get approval from Potraz.

The National Prosecuting Authority told us that the Chinese miners were fined for “willfully possessing and or operating a radio station without a license or authorisation from the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ).”

So, it could be that Zimpapers and ZBC have authority from Potraz to use Starlink. So, their use would not be illegal as many have claimed. It would be unfair, a textbook case of favouritism but it would be above board.

Is it any surprise then that many people are disregarding the law here and proceeding to import and use Starlink in Zimbabwe? What’s so special about ZBC and Zimpapers that only they get to enjoy Elon Musk’s internet?

We saw similar behaviour back when satellite dishes were illegal to own back in the noughties. Zimbos defiantly imported their DStv, Wiztech and other kits and proceeded to watch better television than the ridiculous propaganda that the ZBC was shoving down our throats.

The ban on forex trading was likewise ignored by the otherwise law-abiding Zimbos. The govt really needs to represent its people in times like these. The people they are supposed to be serving are trying to tell them that they don’t approve of their policies.

      It’s not true. Those sattelite antennas you are referring to are not StarlĂŹnk. Seriously can it be true that this Techzim journalist is so ignorant that he can publish a whole article on unchecked facts. Guys please don’t sink so low, those antennas have been there from the early 90s & the Zbc one was bought from China during the Muchechetere era as a contingency of Outside Broadcasting equipment & this was before Starlink.         In the one article, I had to burn data and ai tokens and came to the conclusion that it was indeed a Starlink dish on that OB van. In this image, I broke out my photoshop skills and 3D modelling knowhow and used it applied 3D perspective to a Gen 2 Starlink dish and simulate the camera view in 3d space and guess what? Perfect match.

        If you are going to continue this game, I think you guys should start coming into the comment sections with the exact dish model you believe it to be instead of these vague assertions that it’s not Starlink! Techzim provided their evidence, its only fair you provide yours.

        It’s evident that on the van it’s not a Starlink antenna.

        But on top of the building does look like a Starlink antenna. Of course we do not have absolute evidence that it it. Mr Sengere admitted that fact.

        Everyone seems to be pointing to the cover image disregarding the image of the building.

        It’s just a cover image used by the author, not necessarily precisely depicting the position taken by the article.

              Because transmedia as the signal carrier sends SD signal to DSTV but on their DTT platform its all HD including the new channels ztn,3k and nrtv

              ZBC is just but a mere broadcaster like those above and responsibility to send signal at home is for transmedia

              I guese its high time we put transmedia to task rather than ZBC

    The problem is our already ISPs and MNOs are charging way way too much as compared to aStarkink ($40) unlimited with better speeds (at least 120mb/s) … On liquid you gets 80gb wibriniks…. So people trying to get starlink is a true reflection of the need for better speeds and prices

        That is the original zbc antenna on its dsng van.its an ND satcom KU band antenna doesn’t look like starlink at all

NOBODY is disputing the fact that some of these vans came equipped with such dishes, NOBODY is saying those original dishes are Starlink! Second image in the embedded X post, that’s the image in question with a Starlink dish set on top of the van. You say that particular van never came with a dish? Well, that just makes it an ideal platform! No interfeerence from other gear plus remember, the beauty of Starlink with the standard tripod stand is you can set it up on any relatively flat, level surface with line of sight. It doesn’t have to be integrated and bolted on like that top image. If your only rebuttal is ‘Photoshoped’, cool. Show us the image analysis that shows the artefacting from compositing, the image metadata, a light study tracing rays, anything… Just crying ‘Photoshoped’ doesn’t cut it.

            What I would suggest is for sengere to verify facts with zbc and ztn first and come back with a correct article and an apology I suppose.

            Eng Mudzamba and Malimusi can assist with that more so their public relations office also.

    An association of satellite of users should be challenge these unfair partisan law by engaging ZLHR.

    Brick brats are being thrown at Mr Sengere by armchair critics who get angry on behalf of ZBC and Zimpapers.Both companies have not denied that the antennas are not what is being alleged. If any one has proof that they are not what is being alleged then provide it but it may be more acceptable if the proof comes from the offending companies.

      The problem with most critics is little knowledge. Those antennas are not Starlink. Starlink antennas can fit in your suitcase not those huge dishes we are shown. Besides that roof mounted antenna has been there since the early 90s & if you didn’t see it much earlier it doesn’t mean it was not there. The antenna date back to the early 90s together with a huge rotating which was on top of the Ambassador Hotel inscribed LonRho on the one side & Air Zimbabwe on the other side. Starlink equipment is all very compact & portable it can fit in your suitcase or bag. If you dont know rather respect yourself & shut-up please dont embarass yourself . Ukanyarara unobvei?. All the referred images are not of Starlink equipment period.

    The verdict is out, Mr. Sengere is right about Starlink on local public media!
    There is an interesting trend on local social media with sensitive issues where you suddenly have a number of comments hanging up, some threatening and some trying to silence the author of an article, with always someone using the “anonymous” name. My observation is that the comments could be from just one person using different names. Unlike politics, it is impossible to put wool on people’s eyes when it comes to technology! Thumbs up to Mr. Sengere.
    To those still in the dark, the strongest reason for the suspension and subsequent resignation of the ZBC CEO was her authorisation for the purchase and use of Starling equipment. So, what has been said to be Starlink aerials on ZBC vans has been true all along, and those who do not want others to eat the fruit of wisdom with them were cursing and threatening!

      Well, it’s good they were vindicated in the end. Now, my mind is on what government is going to do. Forget for a moment about empowering it’s citizens with access to this tool (easy for them as it’s their default setting đŸ„Č), what will it do to empower itself to work more efficiently? ZBC and Herald have the right idea. Starlink elevated their capabilities. My cousin spent weeks out in the boonies for the registrar, doing tons of paperwork that would be duplicated a couple of times more in some other offices before going into some data capture session, if at all. Why not stop wasting time and money and have such teams deploy with Starlink, some laptops and a solar charged battery power bank so that everything gets uploaded directly into the data banks with no duplication of effort? The examples on the government side of things are endless! Relevant ministers should not be content to sit there and say Elon hasn’t come knocking yet! Get out there and knock on his door first!

    I am no law expert but the wording of this specific law does not seem to tally with the alleged crime. Any ‘arm chair lawyers’ out there who can explain? What is meant by “radio station”?
    Also this law seems draconian, its a crime simply “possessing” such equipment regardless of whether its being used or not. Come to think of it. Is it a crime to have a satellite phone? Do i need a licence or authorisation to use one?

      I believe the possession language dates way back as it was even on TV and radio licences, possibly pre independence. I read one from more than 20 years ago and the loophole to keep the radio/TV without a licence was, you had to render it ‘inoperable’.

      Anyway, if they are applying what you quoted to starlink possession, that would be too much as any modern mobile phone is even more capable as being a radio/TV station given it’s recording and transmission through data connectivity than a starlink unit on it’s own. It’s kinda stupid, though I’m willing to be corrected.
